I bought to go. I don’t know why the chicken pho and the beef pho have the same soup. I’m not sure because the owner is Korean or Vietnamese, but they should research the Vietnamese food before they open a Vietnamese restaurant. Moreover, the staffs who were Korean laddies very rule. They are not welcoming. I saw 5 guesses who were Cambodian ate there, and the staffs treated them like they tried to ask free food. So bad!

Today was my 1st visit to Pho 21, I ordered the oxtail pho, it was not to my expectations. I love oxtail, but their pho is made w/ vermicelli and had a good portion of meat but the vermicelli was really soggy, not enough soup in the bowl when I was served, and the shrimp rolls were pretty dry. This place is a bit pricey and customer service was poor.

Is this now the norm?When they first brought the check to us, they included a 15% tip and it came to the total of 121.43, which is normal for bigger parties. When they returned the card with the bill, they gave a receipt asking for a 15%, 20%, or 25%. But we already had a tip included the total 121.43. We added a few dollars to make it 20% in total.Food- The food was not great, to be honest, probably cause it’s a Vietnamese restaurant run by non-Vietnamese people.Service- They were very polite!Atmosphere- Also had bugs flying all over and landing on the food and even an ant on my leg.

THIS IS NOT AUTHENTIC PHO, people who are commenting this is authentic is either not Vietnamese or never had authentic pho. The broth is not bad but lacking full pho flavor, the cuts of the meat is all wrong, and the side veggies, or lack of, makes this a pho inspired noodle. Service took years and not very friendly. If Im desperate for pho like soupy noodles and nothing else is open...I would come back.

Love this place. Been going her for years. Its fast and delicious! 😀 This is the best pho restaurant in all of southern California. There is no other pho restaurant like it. The broth they make here is absolutely delicious and nothing compares to it. Dont forget to order their crab and shrimp rolls. Yummy broth in their pho that isnt too greasy. Pretty generous amounts of meat and noodles. Wish they had real Sriracha sauce, the fake stuff does not taste the same and I had to use so much of it to add spice that the tanginess of the sauce kind of over powered the taste of the soup. We had to ask our waiter for EVERYTHING (basil, onion, salt and pepper, napkins, water refill) so the service is so-so but the food and value is pretty good.

This was so not worth 30$ I only got seafood bowl and a flank bowl and it was nasty. The broth had very little flavor like if watered down, there was so much fat that only 2 bites were in there, and the broth color is so light. Save your money and eat somewhere else never trying it again unless free and even then I would be hesitant

First, this Vietnamese restaurant is not owned by Vietnamese but Korean. Second, food was so so. However, low review is for the customer service. The waitress was rude and just wanted customers to order more without giving honest advice. My friend and I ordered vermicelli; he thought it was not enough and ordered phở. She wrote down right away and kept rushing, large or small, large or small? I told him itd be too much for him, and he asked her to cancel, she stared at me and canceled it. He asked to order steam rice, and I asked him for what. He said to mix with vermicelli. I told him that it was not that way to eat vermicelli, but the waitress wrote down right away and said, yes yes you can mix steam rice with vermicelli! (Really woman?). I asked her to cancel the steam rice, and she stared at me again and canceled it. Then, my friend couldnt finish his portion because hes not a big eater. We both agreed not to come back this restaurant again.

We LOVE Pho and willing went far out of our way to find good Pho.It was a genuine delight to find this location a few blocks from our home.Their other location is in Little Sigon which tells me their food is more authentic than some.Broth makes the Pho. If it is not well done, the Pho can be bland & need all kinds of stuff added (lime juice, hot sauce etc.).The broth at Pho 21 is one of the BEST I have had.

Ive ordered and eaten here a handful of times and each time is just progressively worse which tracks with the steady reduction in star rating over the last 3-4yrs. This most recent time, I ordered pickup and my order took over an hour to be ready (approximately 30mims past the time promised). There I sat swatting flies in a hot diner with no A/C while my ice cream melted in the car. The staff intentionally ignore any remarks regarding the status of your order and refuse to make anything right. To boot, the food is lackluster at best. Its what youd expect for Pho at the prices they list, but its certainly not worth an hour wait. I have given this place so many chances, but Im finally done. Heres hoping they close and something better takes the very valuable real estate.

This is our second time coming here, and the food officially confirmed it for me. 11/10 the broth was so flavorful and the meat is thin and savory. We also order the chicken fried rice, it is hands down the best fried rice I’ve had. It’s perfectly seasoned and not greasy at all. Also had the egg rolls, another delicious item that can be eaten without any dipping sauces. My new favorite pho place, will definitely be coming back. The staff are friendly and always around when you need them and leave you alone while your grubbing.

First time experience at this place and very disappointed in what I ordered!!! Watered-down Thai Iced tea, tough and tasteless porkchops without any charbroil taste. It is not fresh tasting nor is it good quality pork meat. Even rice does not taste good. Did not provide napkins or utensils for takeout. Gave the food away and bought a sandwich from jack in the box instead!!! Will never go back!!! Not recommended!!!

The Korean lady in a Vietnamese restaurant brought me out a veggie plate without basil, when she finally did she gave me one small branch, and a teaspoon of chili oil. Seriously the only good pho places are in Westminster, everywhere else sucks. Also this lady was wearing the same blue gloves and touching everything, cross contamination of everything. Don’t expect good service here— unless you’re Korean. Waited 40 minutes to have our orders taken and another 40 minutes to get our food. The server took some orders next to our table and walked away. I don’t think that we would’ve had our order taken if my friend didn’t eye one of the servers when she walked by. A big family that came after me and my two friends had finished their food before we even had our orders taken. We were about to get up and leave, and the server ran over to our table with the food as soon as she saw us get up. The service here is god awful. The pho was decent, although the noodles were a bit on the soggy side. The pho itself makes up for the two stars. Oh yeah, they were really quick to get us the check. Seemed like they wanted us out of there :) TLDR: if you want authentic pho and good/fast service definitely don’t come here.

Worst pho I ever had. Broth not good and noodles soggy. Been here twice. Took my wife and kid tonight and none of us finished our pho. Thought I would give it another shot but 2nd times a charm. We asked for waters and never got them and they even looked at me strange when I asked for napkins and plates for our spring rolls. They ended up giving us styrofoam to go containers to eat over lol. Guess they wanted us to get the food all over the table. Im honest and pretty generous with my ratings but it is what it is. If you want some good pho dont go here. The broth is not good like pho may or pho so 9 in local buena park, cypress area. More authentic pho is best in Westminister or Garden Grove. Korean owned.

I visit here because it opens until late night and saved me from hunger many times. I would give 4.5 rating because time for getting food is really different and not consistent. I mean, sometimes food comes 1 or 2 minutes after I order, or 10+minutes when it is slight busy, or they forgot to give me appetizer and I had to remind them while eating main bowl. I always pick up deliveries from here and the food always smells amazing and the bag is heavy. First time I bought for myself.. I was disappointed. No flavor.. I figured I’d give it another shot and ordered something I knew I would like and when I got home the food was filled only half way in its containers, there was no flavor and I forgot to ask for soy sauce which I noticed on their menu they charge for everything.. 4 lime slices for $1? That’s expensive! Biggest bummer I paid a lot and was again disappointed. Everyone’s got their tastes I guess. Why are people lying? Also place is amazing. I come here about 3 times a month for 4 or 5 years and nothing was wrong. Some people say on the reviews say the hallway to the bathroom was dirty, food was terrible, and the servers are bad. But sometimes if theres a lot of people they are in a rush and you might get wrong orders. When we came here we never got wrong orders, never got terrible service, and we only got couple bland food.

Been coming here for years because they open late and its convenient for those times I am looking for something to eat late at night. Now, its been 2 years since covid, the quality of the food has declined. The broth was bland and there was nothing in my bowl. I ordered pho with flank, I got noodles, broth, a few pieces of the flank, few pieces of onions and a little garnish (green onions). I was really disappointed to say the least. Went with my boyfriend and was excited to go tonight but when we ordered it took quiet some time to just get the waitresss attention for our drinks and my boyfriends food came out first which is no big deal even though it came before our spring rolls. But no he ate all of his food and when the spring rolls came out about 15 mins after his food guess what? My food still never came out. So I waited close to an hr all in all with no sign of my pho even though the waitress kept saying it was ready for the last 30 mins. And it got to where when I was going to request it to be packaged to go she would look at me and avoid eye contact because she knew it wasnt ready. Ive waitressed before and a few different establishments so I understand a lot of hold ups can happen but this whole experience was very off setting and needless to say I will not return.

Service is fast and friendly. Ive had the seafood Pho and its good. I get the small and its more than enough, cant imagine finishing a large. I love that they bring onions on the side because I love to add more as I eat. Next time Im going to try their 100% vegetarian Pho. Great place for lunch.

Food was decent enough. I enjoyed my meal. Even though it felt like the staff didnt care that we was there dining. The waitress quickly sat us and took our order including drinks. That was the only quick thing that happened there. I had ordered spring rolls as an appetizer. So I was surprised that after after waiting 45 min my entree arrived. Missing was a side order of rice and my girlfriend complete entree. I began to eat thinking that most certainly my girlfriends meal was on its way out. I was gravely mistaken. After there was less then a quarter of my entree left to eat, my side of rice showed up along with the springs rolls and drinks. Which at this point I brought up my girlfriends meal to the waitress. Which she confidently stated it was coming. At which point my meal was complete and my girlfriend just asked for it to go. Tick tock tick tock...20in later still no to go order. So we decided to just pay up and leave. Waitress sees us get up and quickly began closing up a bag that had been sitting beside her for some time. Hands us the bag as I walk up to register. I asked not to be charged for it but the host acted like she didnt understand English all to well. Needless to say I will never return

We had a party of 9 people. We had 6 bowls of Pho and like 3 side dishes. Food was bomb, the lady taking our order was high key mean. She was sort of rude and had enough attitude to turn a party down. Although our server was mean, the food was very delightful and tasted very delicious. The food was soo good its a 4 out of 5. Been coming here for a while now and the ladies working there were very rude and disrespectful. My friends and I were eating at the table and while sitting there, they cleaned the table and threw the food and change all over us. It was so disrespectful and disappointing. They ended up kicking us out. After that, they followed us outside and even pulled a customer that was eating with their group to talk to us. They started speaking in their own language and even brought other customers to be against us. We no longer becoming here due to the bad service and harassment we received. This is absolutely unacceptable. No one should be getting this kind of horrible treatment.

Ive been eating here for years (~5) and never once been disappointed. For 2 years, I ate here at least once a week. I am absolutely embarrassed and horrified after bringing friends here. The first time I visited Pho 21 it was great. This previous time was completely opposite. I am beyond disgusted and disappointed. Where do I begin?Well, to start, we entered and werent greeted by anyone. We kind of just sat down at a table that appeared clean. Next, we were brought menus and water (in styrofoam cups). Our server quickly returned and rushed us to order, I suppose I was hopeful that this meant the service would be quick, I could not have been more wrong.From there, we then waited a long time for food that is normally prepped and proportioned before opening. To break it down we ordered spring rolls (#1-A), 2 Pho Dac Biet (#4), 1 Fried Rice with beef (#33), and 3 Thai teas. These are all orders that we order at other pho places weve been to as a group and have never taken long at all.The food finally came after about 25-30 minutes of waiting. People came in after us and got their food before us. How would I describe the food, in a word, TERRIBLE! The Thai teas were extremely milky as the ratio of tea to cream was nowhere near the correct balance. The spring rolls were warm and tasted fishy. Yes we did get shrimp spring rolls, but they shouldnt be as fishy as they were. The pho dac biet broth was greasy and oily, and quite frankly tasted like dishwater. The meat either was rubbery or crumbled as I tried to eat it. The fried rice was mushy, and the meat was soft, but not in a good way.To conclude, as I said in the beginning, I am embarrassed and horrified. I will never be returning and I will never, nor would ever, recommend this place to anyone. I would however recommend staying away.

I went to buy takeout food and when I walked in there was a lady bagging the vegetables she was wearing gloves and then she began to take my order and I paid, there were a few other people behind me so she took everyones order while I was waiting for my order i noticed that she didnt change gloves, so she resumed to pack the vegetables with the same dirty gloves that she had touched the money with! I would give this place less then 1 star if I could. Honestly I cannot believe the service this place offers or how they work. I came in to enjoy some Pho; they didnt even noticed I was siting waiting to have my order taken. I was siting for 15mins and nobody came up to our table, not even to say I will be right with you. And they literally help other ppl of their own ethnicity first, it feels to me like its favoritism. I have noticed this a couple of times this is not the first time. They have great food but sadly their service is the worst. It makes me upset.

This is a good place to eat and I will definitely go there again in the future. I ordered the pork chop and steamed rice and my wife had pho. The taste wasnt anything outlandish, but it was a good, hearty Vietnamese meal and we left fully satisfied. Usually, when I give the fifth star, there is something unique and extra flavorful, but this just got the spot so well, I waived that requirement.Interestingly, the ambience is more like that of a Korean diner, probably because the owner is Korean. Also, they stay open late like most restaurants in Korea would, which is a nice deviation from everything closing at 10pm in the OCs little version of K-Town. Thank you!

The food is extremely fresh, and pretty tasty. However, it is definitely geared for the Korean community; communication may be a bit of an issue depending on the server (this is not intended to be offensive, just an observation). The only real issue I had involved how the water was served - basically a juice jug set on the table... If you want good pho or some BBQ, I would recommend this place. Just get it to go.

People there are rather polite but its the friendliest of staff-- they are usually super busy so I can understand why they dont chit chat with everyone. I am not much for their soups but their shrimp/ seafood eggs rolls are simply delicious. For those who DO enjoy soups what I can say is that the portions are HUGE and my friends do really like the soups they serve there. Just thought I would throw that in since I would not be the best person to day whether the soup is good or bad there--- I dont care for the soup but all others do enjoy it.

Trash service. Literal garbage, and its not just me saying this. We lost a phone here a couple years back, and despite the CCTV showing the server putting something in her pocket and the tracker showing that the phone is here, they denied any responsibility. The tape was very grainy so we couldnt peruse further actions. Despite so, I decided to visit here recently and nothing has changed. I recommend you go to the one across the street if you must get pho in the area. Never seen a business so shady!

Pho21 isnt just your regular pho spot. Its a legitimate pho spot, hence the numbers. I cant get enough of it.Ive been to many local pho spots and this place is open til 2am and the food is fantastic. Its just one of those spots that tastes amazing.Prices are really good as well. Overall 10/10

I like the hours for this shop, it opens late, there broth is above average, rice dish can use some improvement, i found that rice was a bit on the tough side, however meat was good, and that was my only complain. for this place. oh price is great.

Ehh...tried 5x because its convenient for my travels. Wheres the meat??? I even ordered it double meat and no change? Just a so-so version of PHO. I cant speak to the rest of the menu, as I only order PHO. I did finally mention to the employee that it would likely be my last visit because of this. She said I need to order the #12 So, Ill give them 1 more chance. Then update the review if necessary.

Lets get down to the numbers. Because Im a numbers personI dont understand the 3.5 stars, if you scroll down the next 50 reviews its pretty negative.Got Dac Biet ( Special ) Pho means it has every kind of meat pho can usually have. Except at this location you get 1 of every kind. Literally 1, there were only like 6 different pieces of protein. So theyre skimpy on the meat... it tastes okay not too great not crabby. Service is non existent and I had to go which they didnt give me seperate containers so my noodles became mush when it got home. My fault I guess.I think I paid 9-10 dollars post tax and tip. The problem with this is that I usually get twice the amount for half the price in Garden Grove and Westminster.The owner is Korean, the chef is Vietnamese.In all honesty, there are so many pho places around that I experienced better. Thats all I can say

This place will do in a pinch if youre craving pho and are around the area late night. (Its open until 2 am most nights and 3:30 am on Fri/Sat)Ive had their #1 Everything and the Pho Ga (Chicken)I prefer the beef bowls over the chicken, and their beef balls are very comforting!If you like onions, they give an extra plate of it, where Ive seen other people just douse it with Sriracha and eat it straight like a veggie dish. I cant do that haha.Service is meh, but hey, late night pho in sleepy Buena Park.Good enough for me!
